in my timbers up in the piney woods this morning total scrape and ice 28 degrees where we on the north shore now right now and it's up to 31. Almost Obama -- almost verboten and we he had Armstrong international airport to 37 and I says Bob remained the same all -- one but as cold all right according to the folks at channel four. WW whether senator women's forum Obama the weekly Al. -- go away real quick and if you look at is you mentioned the midwest and what they're getting up there. -- we're getting a trickle down effect. I mentioned early Monica was. You complain about how cold it was on West Bank -- Jim Kant -- guys. That's on the weather channel. Usually see him get moron like you know the weather's bad if you see him yelling they had -- in Duluth Minnesota where I think it was 21 degrees below zero. There's another windchill factor actually 21 he's our bond -- crises she remembers snow flying around and get this stuff on his nose so won't freeze. And he actually had a a couple -- through a company year and it turned ice before hit the ground I don't want to -- at all no I -- you know look kinda ice. Once you would last longer -- either in my place so lost fifty today tomorrow probably early forties and on the nor sure for the next four days or so are you gonna have below freezing temperatures on them got to cover stuff up. -- they caught that murder suspect real quick yesterday it. What time you do that story yesterday morning was like before the 6 o'clock illegally violated the crime happened around 530. And he he made it through what four states the Missouri yes -- since this happened in violin and the suspect. Accused of shooting his wife and her daughter. The arrest him and Cape Girardeau, Missouri yesterday afternoon after a high speed chase. Shortly before 5 o'clock but I've traveled a double -- go up 55. That's cute he's probably had to Chicago. There's really get the Cape Girardeau -- about two thirds of the way. But he was -- in. Those may Adam not okay that you waste is he had a dodge quickly any time anyway he was found. After a ten mile chase. A crashes truck guy guess on the way enemy was arrested so it's a sad story. And yeah that was so -- shooting his wife and killing her daughter so he's now while under arrest so. That's good. I 12 minutes past 8 o'clock and WW August we're gonna have what the state superintendent of education whether.
Yes -- pastor Rick we'll talk to wasn't just a moment now that about 33 Louisiana for the schools that have been now labels bailing and he'll be a vote today on whether or not the station take over the schools.
So there'll be offensive board meeting today and I guess each school is is looked at differently understand that they've -- I'm focusing in on the circumstances of each one of these schools -- lot of schools have. You don't -- good teachers good administration -- to got a good students. But for some reason whatever. They don't meet the criteria they are failing schools so -- however. It's gonna play out and though welcome aboard as far as through mr. fast -- Let's see here. For the remainder of today he won't Obama get low fifties yeah. Yeah sitting in the fifth but it's you have to model appears they'll wind chill feels like you're in the twenties especially on the north shore 813 on WWR.
believe -- Department of Education has. Announced some plans for school interventions including taking over the state taking over some poor performing are failing schools were joined by the superintendent of education podcasts and avoid Hollywood Bob and Monica. Good morning Monica all right the list is granted a 33 Louisiana public schools that are deemed to. Academically unacceptable or something failing so what's the mood a move today is going to be voted on by Bessie.
today will vote on a recommendation not announced yesterday. The recommendation. That we are dealing with perhaps -- 33 schools that have been. And what we call academic unacceptable status or more than four consecutive years. Generally speaking we have that kids in those schools are performing. At -- very low achievement levels about 70%. On average of these kids are below grade level of performance. So we have to take action our beliefs and are in much the same way as we took action and Orleans we're now looking at. Taking eight schools shouldn't back rouge -- schools in Shreveport. And we think that's a reasonable approach with regard to the other schools we're going to put in. -- supervisory memorandum where we will be able to direct and require actions be taken regarding personnel or the.
So Paul how many children basically are we talking about these 33 schools.
Com we are talking about 15000 children who attend 86000. Children attend schools in -- rouge. Because generation has a total of twelve schools that are in this academic -- status tree court has eight. And there are about eight other district treasurer Warner should.
you decide what to do -- VS 33 individual schools and how to deal with them on. On an individual basis I'm sure a lot of schools have good teachers yeah.
There's no doubt that we have. Good teachers and some of these schools there's no doubt we have good principles. The problem is is that a lot of things have to come together to make this happen. And and there are are also things that are kind of -- against success so I mean we know that kids should come from poor backgrounds. Are more difficult to teach but they're not impossible to teach. And you have to put track energy is in which will be successful we know they can be successful even -- to come from broken homes. Because we have examples of schools in -- urge in Shreveport. And went on in the launch. Where kids in large numbers who attend schools with poor poor. Can succeed at high levels so we do look at each school we evaluate them that we evaluate the capacity of the school district. To influence the outcome those are correct and Paul one.
She make your recommendation and then the -- votes when your recommendation. Isn't isn't a done deal because over in east Baton Rouge parish superintendent there. Doesn't want the state to take over those schools and leave it under local control.
It is a done deal it's the board votes on -- church today. Do what we are looking for very frankly as we're looking for. Community support to build up and frankly before I raise the issue of the possibility of take over the community has been. Withdrawn from the system. And there's loss. Real confidence in the system's ability to be able handle these schools. So I respect the fact that local control is important but what we try to do is create locally controlled schools. We really like the charter school model we build local school boards for each charter school and -- away local control is maintained. But we separated from the system that really has brought it cheer.
So how long to go along with a system based until you finally decide that well -- intervene. I mean how many years you let them go wins. The school performance scores being below par.
Well. Shandling in the case of the schools in Baton Rouge they have been ten years below par. Our law came into effect about five years ago that allowed them four more years then. So we're now at the fourth year we've concluded the fourth year we're in the Senate chuckles that's just true for thirty -- ten years.
I don't -- and at this point that there are no not want any kids yet to be kept the New Orleans schools are on this particular pickle of a list.
That's correct that's currently averaging a oddly enough and wonderfully enough to make it very good progress -- number Parcells want a good look at the meeting today hopefully the right decisions will be made and obviously you keep us in touch. I will do it in you know we're all about looking out for the best interest of the kids so I'm sure that it into the data right decision will be made.
Absolutely thank you -- pass threat. Louisiana apartment wanted to odious public education are today have a 22 minutes past 8 o'clock on WWL. They're gonna have doctor 100 series.
Yes he's going to join us and then what we're looking here in the wall is -- more and more charter schools. That are coming to bear in his one point for the probably have more charter schools than the traditional schools that we ahead in the war.
Cops and teachers out -- got some parents out there are charter schools of -- to educate our kids give us call. 26187. -- filled up. Bob -- juror Monica pier. January month hurricane you. Asked if that's the PA is gonna fly by. This chemical older you get the faster the final round by manually kids Christmas -- Never get there. Not anymore. -- and they're currently we are looking at 31 degrees on the north's current 37 and Armstrong international airports. We'll be right back to 6187.
Number yeah that's I think it's a pretty a fair question when a doctor hundred Perry on. Our charter schools the best way to educate our kids give us call -- for the recovery recovery school district and basically was born one right after Katrina. Failures on three years old it took over Iran this whole idea. Of the schools a -- performing them. So boy and and and then charter schools -- better and more entrenched now than ever before in the last three years here in the norms area. And backed by a superintendent -- ballot so we are gonna talk next hour. Two doctor and three carry on our charter schools must wait to move to educate our children a comment on. The talk we're having an education Gina is still a welcome Bob -- Monica Dearborn and.
first caller congratulate all of off school officials to charter schools the public schools because I think all of those professions are working very hard to educate our kids. What we have to remember that education is a longitudinal experience it's thirteen -- kindergarten through twelfth. -- Louisiana we have this -- tried some for a year to. It and give up border because they're not Iraq those improvements. We need to stick with the proven best professional carpet since they give these processes to support they need to continue. But there's a bigger problem out there that everybody whispers about and nobody knew anything about how out dropout rate. Still today we care about 40%. Of the kids that start right great didn't they pass eighth grade we -- graduate from high school. What attitude can just start kindergarten. Don't graduate from high school we don't have vocational education teacher in traits in the schools K through twelve and -- like. They're gonna need jobs health care X ever stepped up big threat to our economic viability this statement.
Feature so now let's get down the bottom line here how do we encourage children to stay in school does that come down now to. The parents.
The parents. If it comes down -- parents. Educators. -- got Fed official about legislature by by -- laws and policies in place -- allow educators to do that they need to do to help kids could make kids stay in school. The with the big problems we keep credits the parent to parents. But you and I hate sports when they go to the -- I don't have health insurance for the don't have a job. You're not paid for because they have the work of a cash economy because -- I have I think it's almost so we can keep saying it's the parents got to stop blaming. Everybody -- for community's responsibility. To educate a child -- would have compulsory education.
Imagine good good good points maybe get some comments on arm from her listeners I met this.
About if we have is about drop while we're headed.
Ordered our rallies he would what has happened the last couple decades now in our school system here and that's why we're making the changes. But I especially Orleans parish are very good 830. On WW also talking this morning about on WWL. Number one should congress Russia. The rest of his bailout money are are way for tougher rules and regulations. Talked earlier this morning was. Senator David -- yesterday on the floor of the Senate voicing his opposition. Onto releasing this 350 billion dollars saying hey look. We need to slow down take their time. Delay things and set up some regulations and rules on what we do with the second half of the -- of what -- say.
We'll ask him that should be doing quickly are delayed let me get an update come on computer screen it just did all right so here's the latest 60% say delayed its. 40% say hurry.
last half hour talking with Louisiana superintendent of education -- past Iraq. The fact that the -- Bordeaux will meet today we got what. Some 33 different schools in the states rides and none in the Wally ends -- on the list so that's some good news as far as our area is concerned where are there will be this proposed intervention. Are taking these schools over because for the last ten years they've been operating on a on the failure basis so. That and of course we have this momentum here in the New Orleans area switching to charter school.
infect the an Independent schools so how are charter schools doing in our area well they become the norm for public education of the next coming years. We're joined by doctor Andre Perry and he is the CEO. The capital like you know charter schools that work MIT -- to -- about it monitor.
Hey good morning how are you got.
Fine fine you're involved with the UN now about a half dozen schools there but generally overall grade would you give charter schools in new loans.
I would give charter school -- at this point in the region we give abuse because I think -- managing schools. A lot better than we have in the -- I think. Performances. Going -- it's it is an indicator that we're using truly don't. Reflect how how we're doing in terms of improvement that we are improvement. The area I think we're week -- we haven't figured out some critical areas in. And then turn the transportation. -- Figuring out how to reduce some of those -- Figuring out of retirement. Plan for a the first some of art teacher than. -- I can't comprehend the retirement plan as well as figuring out the things they've done this before and that's in terms of health care costs and and these are a bit bigger issues but I think we will resolve in the future. But in in the main that the with the -- the increasing decentralization. In the system. And headed tremendous impact on performance and and managerial performance as well.
All right of course we need to backing for the school system and there's still a growing -- charter movement. Do we need does need more money.
I was the end and that's something that. And we always overlook we we we wanted to blame the school boy we want to blame a lot of the former. Managers but there at the root problem that that we need greater investment from the public -- particularly in New Orleans. We're half of your students are attending private parochial schools. And the funding streams. Or a public schools what have been mitigated by. The exemptions on our taxes and and low -- the rates. So we we do something enough revenue so when we won't won't now we have an opportunity to provide all the services that. We need to we still need -- probably more resources for. Aren't the first school that the individual school -- now however with that said the public system has that we have to prove. That we can handle money and that will instill confidence in the public and then you'll start to see more parents say -- want to give the charter schools trying to. And then once that happens then you'll see people saying hey I don't mind being taxed if I'm going to get a quality education.
And so that the problem is that our track record from the past yeah convincing the public that it is going to change in the and and the new. Monies will be used properly.
That's right that's exactly right because I'd -- that all the time you don't want to make public education or -- the public for that matter dirty word in. And in this city do you think public health public transportation. Public education you're indeed it's not seen in in the favorable way. And and I keep saying at some point we have got they have major me media blitz on. It's good to have public schools and public schools are good thing. And is that -- and and in that regard we will see I think once we start.
Promoting public education we'll see a return to come from families. And through our public school system and technically a charter schools doesn't -- its -- already and that's another. Misconception you hear all the time our public schools private. -- are they semi private know they are publicly financed. Schools that have a great deal of autonomy. I actually can have. Control over the human capital -- squad can hire part of the people I want I can set the curriculum based on certain standards set forth by the state. These are public schools and it is an opportunity again towards community say -- you know -- want to take control my community starting with the schools. They can apply for charter. They can as they can get aboard the hard school leader. And NB committees that -- that gore and and so this is an opportunity for the public can be. Invested in the public education.
Doctor how our our charter schools are doing in their school performance chorus -- or use.
Oh I mean they had been increasing and increasing amount I have a professor I will say this image -- criterion referenced test it's hard to release the growth. But we are we seeing group based on those measures. Eventually will start to look at our anti TN HTT scores. And increases intended. Higher education and those you'll you'll start to become. -- you've been brief are sure to triangulation bit though. Other data sources will validate whether or not we're growing or not or improving but. By could the conventional methods we're using today we're increasing. In terms of academic perform.
Welcome to get and good news in the morning on -- education and the best the next coming years thanks for joining us this morning doctor any thank you aren't our secretary. I very good it's a 44 here on WWL -- get nervous in the music ending going to got to get into a break we shall do that. Any comments I gives call 26187. To eight asking the question this morning our charter schools the best way. To educate our children one nice thing it does not. None of the New Orleans schools are on the spelling school -- That's 33. Is statewide were not on an AM so that you know -- That's pretty darn good for openers for the last three years Bob Dole journal Monica pier it's going to be cold again tonight -- we -- lots of sunshine up there. Going to hit probably low fifties for the day. 261870. Is our number outsider area code 866889870. And -- forget I'm very jaguar opinion poll question should congress hurried. I get this money the president elect Barack Obama or delay this 350 billion dollars -- slept. On the 700 billion dollars and so is a wolf let's slow down a little bit. Let's set ups and tougher rules -- regulations. On wherever this money goes how it's gonna be spent give us a call on that what do you think.
We're here.
Because of his eyebrow at this the president elect Obama out Obama talking about I think we need this additional. 350. Billion dollars so we can help you wanted. Use a little bit differently this time around. As soon the first 350. Billion dollars of our tax Payer money this time to help small banks. You know community banks small businesses may be even homeowners who are in trouble good plan bad plan will take some calls on that 261870.
It would also talking about how you feel about charter schools is this the best way to educate our children will they become the charter schools the norm. As it relates to public education. And Bob a lot of folks who know a thing or two about -- want to weigh in at -- and the tour -- the chief academic officers for the -- is charter school promoting Kevin.
Good morning Monica orient China and you know a whole lot how many schools in -- shorter network we have 92 daughters -- charter schools public. Open access charter schools and aren't -- network in Algiers. So.
Think about this conversation do you share the prediction of -- as these superintendent Paul -- that before long and -- week two years you might have even more charters then the traditional public schools.
Yet -- share that sentiment in fact he's been he's reached out to the two daughters to to explore expansion and and further. You know just did it just. Movement into the -- world you know here in Algiers were proud that we've been able to graduate 95%. Of our. High school seniors over the last few years that's compared to 69%. In the nation and 65% in our state so you know your your question earlier about results. -- that we we've got results and we guys. You know several you know the most 2000 high school student and our charter networks so. Oral product that we've we've we've built a lot of capacity is back to Perry mentioned in our adults and and our kids. The money flows directly to our schools the resources -- there to the tools that are needed for practitioners to do really good work in the schools. A really just. You know its streamlined in the car world and -- real --
That's so terrible -- successes and eat and even reason to think about going back to the traditional school system.
Well you know. Two daughters -- earth -- certainly in in New Orleans a good fit because we just -- it's something. Different and better for kids that that unfortunately it's not needed everywhere you know it in in all places because. You know districts may be or more responsive. In New Orleans we just had so many things that we had we're facing an education that we need something different for -- to be able to go to and and that seems to be a really good at at this time so and so right now you know real proponent of daughters obviously because it's really good for kids.
Our development some of those differences tell us about.
Yeah I think it differences really are that the main differences and autonomy found some results it to be made at the at the school level but principles. -- directly affect what's going on with kids at the school level as opposed to in a larger bureaucracy so -- when those resulted touches kids' clothes you know when those decisions are right there at school level. They're always going to be better for the kids that are served in that environment and and intricate and involved parents and involve the community that directly around that school at stake holders who are part of that. And that's just really the essence of what we have and our public charter schools.
And -- take a break not all charters are created equal how do parents know that this is a right fit for them because again you had these Independent operators of these sheriff's.
Yeah I strongly encourage -- we've we've been through we've seen over the past three years since we've started that parents are more are coming to the schools to be open houses. Did in the schools is in the principles walking through. That did that I would encourage her to continue to do that we've seen that more and more of the public has become more more educated about their choice and so really just you know go to the school make an appointment or just drop dead and walk around -- get a feel the culture of the school and parents know when there's a good think they're -- good connection -- yet. We're seeing that choice really resulting in big and strong results for kids.
Perry got a good news this morning things like Kevin wanted to thank you guy in Algiers and and that's -- we're talking about 261870. Are the charter schools best way to go and educate our kids. We do have 8 minutes before 9 o'clock -- WW LI Dan hold on now let's talk a -- comments on the cover school district. And next -- polo -- the lines again as we did earlier this morning talk about pres elect Barack Obama we from the day he will be. Our president they say hey look. We need to the second half of the 700 billion dollar financial bailout right now we need to take. This money and and and get it working for some communities makes. Paul makes small businesses -- homeowners. Maybe some are folks who are in financial trouble with the mortgages facing foreclosures that we take some of that money and help them out how much a big hit. Are these are financially irresponsible people should -- 261872. We make the -- making loans more accessible when the last time you applied.
For alone all of that's a great question what happened maybe the last thirty days that you go to apply for some kind of along with its business -- whenever I want but there -- we've heard more people want to buy houses that seems to -- them. But the the problem initially is that you know because of -- bad loans people cannot. Buy a house because they can't get loans while he tried to buy a home lately. Give us call 261870. How did you do. It's 6 minutes before 9 o'clock a WW only am FM. And dot -- okay dad wants to make a comment Tom recovery school district -- morning then Bob Monica got about thirty seconds go --
Again we're I think I. Good morning Bob good morning -- let's just assure a couple of observations are -- run an outdoor education programs -- I would choose to ignore when. Both in charter schools -- than ours these schools. And without thrown true much criticism of the world. I do -- Significance. Significantly higher. Standard and charter schools. A lot of the reasons stated policy arm offered at a title but the guy was would be. You know --
The very fact of -- I would put on hold gets right back after we break for the new wanted to which you have to say to hold on them. And that would talk to some folks above done.
