rapper "lil" wayne pleaded guilty to attempted gun possession; the police obtained the gun off the tour bus and used dna to trace it back to wayne. the gun was never fired. is this the government going overboard with diminishing the right to bear arms ammendement?

the united states justice department ruled that a community in kinston, north carolina cannot conduct an election without party affilitaion because african americans would not be failrly represented without the democratic party. is it racist to assume that most african americans would automatically vote democrat?
